The Mission of the Citizens Advisory Board (CAB)

The Westmoreland Parks and Recreation Citizens Advisory Board was created in June of 2000.  It has now grown to a group of 15 volunteers appointed by the Board of County Commissioners to advise the growth and development of our County Parks and Recreation facilities and programs.

The vision of the Citizens Advisory Board (CAB) is to engender the widespread appreciation and enjoyment of Westmoreland County's natural resources through its recreational facilities and programs.  The mission of the CAB is to facilitate the implementation of Westmoreland County's Parks Horizons: A Comprehensive Park, Recreation and Open Space Plan, which was adopted in June of 2000, to assure and enhance the quality of life within the region.

Annual Report

Park and Trail Improvements

  • Completed work on Reflection Island, located on the Upper Lake at Twin Lakes Park.  Work included the installation of benches and engraved bricks to recognize donors, as well as the installation of the funder's recognition plaque on the Mother's Grotto.  The Master Gardeners completed the planting of flower and shrub beds on the site.
  • Constructed a Skate Park at Mammoth Park for use by skate boarders, freestyle bikers, in-line skaters and scooters.  The Regional Family Y.M.C.A. of Laurel Highlands donated the equipment and our Mammoth crew constructed a 60' x 60' concrete pad on which to place it.
  • Twenty seven volunteers, including 12 from the Little Crabtree Creek Trail Chapter and 15 youth and leaders from Outside-In, collected 130 tires, 30 cubic yards of trash and 30 cubic yards of metal from the trail corridor between Crabtree and Twin Lakes Park on April 10th.
  • JT Sauer & Associates completed the plans and specifications for the Twin Lakes Park Expansion - Phase II and the earth moving part of the project was put out to bid in May.  Custom Contracting of Acme, PA, the same company that constructed Phase I, was the low bidder and was awarded the contract at the end of June.  Work is now underway.  Facilities to be constructed include Franklin Dog Park, a winter sports area for tubing and sledding, a wheel chair accessible boundless play ground, a Life Trail Exercise Course scientifically designed for people 50 and older, two picnic pavilions, and road and parking extensions.  Our goal is to complete the project by the end of 2011.

2011 March For Parks A Great Success!

Another Record-Breaking March for Parks is in the books!  Once again, the residents of Westmoreland County have spoken loud and clear that they care deeply about parks and recreation in our community.  900 marchers, 55 teams, 200 dogs (to raise funds for the Twin Lakes Dog Park) and 35 business sponsors participated in this year's March for Parks, held on Saturday, March 26th, 2011 at Twin Lakes Park.  An astounding $59,000 was raised to help "Keep Westmoreland County Green."  There are so many individuals and community groups that came together to make the Westmoreland Parks and Recreation Citizens Advisory Board's (CAB) ninth annual March For Parks a great success.  The March for Parks was sponsored in part by Kennametal, UPMC Health Plan, WTAE-TV, and Chick-fil-A. 

The theme of the 2011 March for Parks was "Swing, Sled, and Bark... Boundless Fun at the Park!"  The Citizens Advisory Board and parks staff have been hard at work raising funds to build some great new facilities as part of the Phase II expansion project at Twin Lakes Park.  The "Swing" refers to a wheelchair accessible playground that will be over 100 feet long and can accommodate over 280 kids at once!  "Sled" is a reference to a winter sports area with sledding and tubing runs.  Finally, "Bark" refers to the Dog Park portion of the project.  All of these projects are on schedule to be constructed in mid-late 2011.  Your participation in the March for Parks has helped turn all of this from dream into reality!

March For Parks 2011The March has grown a lot in the years  since its inception. We had a total of 100  marchers in 2003. That numbered has skyrocketed to 800 marchers this year! This was truly an example of the community pulling together to improve the quality of life in our area.

One of the most popular aspects of the March is the team competition.  The fundraising teams were honored at the awards presentation and received an engraved team picture plaque.  There were many outstanding efforts by our teams this year.  Some of our top teams this year were "Brian's Brigade" raising a whopping $6,635, the "Ohkom Farms Pow Wow Pups" with $4,175, and "See Spot Run" with $2,442.    

The March around the park began at 10:30am, and the marchers made their way around the both the Upper and Lower Lakes, walking anywhere from one to five miles. After the March, the participants gathered for lunch, where the marchers were treated to music by DJ Dave Haering. The day concluded with the presentation of team awards and a door prize giveaway with over 50 prizes.

Both the Citizens Advisory Board members and parks staff are grateful for the tremendous outpouring of support from the community.  "I am most impressed this year with how many new teams have formed and how they rallied around the theme of this years event, Swing, Sled, and Bark... Boundless Fun at the Park." said Randy Stas, March For Parks chairperson and CAB member.  "All in all we had 15 new teams formed with 5 new category winners.  Thanks to all of our team participants, the continued strong support by our many sponsors (too many to mention), and all those who came to the event and donated their time and energy to making this another successful campaign."
